Water is added to the bottom pot (the pot that sits directly on top of the heat source). Oils and your other ingredients are added to the top pot. The top pot rests slightly inside the bottom pot. The water in the bottom pot gently heats the ingredients inside the top pot. Double boilers, however, can be expensive and cumbersome to use and store.
